The UK Higher Education Mission to Egypt, held from February 16 to 18, 2025, was a highly successful event aimed at strengthening academic and institutional collaborations between the UK and Egypt. The mission brought together representatives from leading UK universities and Egyptian institutions to explore opportunities in transnational education (TNE), research partnerships, and student mobility.

Key Highlights:
Engagements with Key Stakeholders
The mission commenced with a welcome meeting with Prof. Mostafa Rifat – Secretary General, The Supreme Council of Universities, where delegates discussed Egypt’s vision for higher education and potential collaboration areas. This was followed by the Symposium of Universities at the St. Regis Hotel, featuring insightful discussions on investment opportunities in Egypt’s TNE sector, led by Dr. Mostafa Rifat, Secretary General, Supreme Council for Universities and included key note speeches from His Majesty’s Ambassador to the Arab Republic of Egypt, Gareth Bayley OBE and Mark Howard, country director of the British Council in Egypt.

Memoranda of Understanding (MOU) Signings
One of the significant milestones of the mission was the signing of key MOUs, reinforcing the commitment to fostering academic collaborations. The agreements were witnessed by HE Prof. Mohamed Ayman Ashour and HE Gareth Bayley, His Majesty’s Ambassador to Egypt:
- University of Essex and Ain Shams University
- University of East Anglia and Ain Shams University
- Sheffield Hallam University and the British University in Egypt
We extend our heartfelt congratulations to these institutions for taking a significant step towards deepening UK-Egypt academic ties.


Panel Discussions and Research Launch
The mission featured the launch of the British Council’s research on Operationalising the TNE Sustainability Framework, offering valuable insights from Egypt’s TNE sector. A panel discussion led by Alexis Brown, Head of Global Insight Hubs, British Council, featured experts such as Prof. Maria Fasli (University of Essex), Prof. Mohamed Diaa (Ain Shams University), and Prof. Ashraf M Abdel Basset Bakr (University of Hertfordshire), who shared perspectives on sustainable education models.
Further discussions explored a collaborative framework among academic institutions in Egypt and the UK, with contributions from Mr. Peter Clark (University of Exeter), Prof. Steven McGuire (University of East Anglia), and Dr. Annecy Lax (University of Essex).
University and Institutional Visits
The delegation visited several key academic institutions to foster stronger ties and explore opportunities for cooperation:
Ain Shams University (a leading governmental university)
- European Universities in Egypt (EUE) (International Branch Campus)
- New Cairo Technological University (a pioneering technological university)
- University of Essex, University of Exeter, and University of East Anglia visited the construction of the new Ain Shams campus in the New Administrative Capital
These visits provided invaluable insights into Egypt’s higher education landscape and the potential for further collaborations.
